Meeting Minutes
Thursday August 7, 2014
Present: Don Bugbee (P&R Director & Commission Secretary), Bob Dunn (Chairman), Mary Ellen Garbarino, Missy Garvin, Nigel Logan
Absent: John Flower, Tim Gavin, Glynn McAraw
1) Call to order
The meeting was called to order by Bob Dunn at 7:05 PM.
2) Previous Meeting Minutes
Minutes from the 6.5.14 Meeting were not available for review because of computer problems at the Parks and Recreation Office.
3) Program updates
Don Bugbee provided the following Program updates.
Summer Staff
The Parks and Recreation Summer Staff was made up of 39 employees that were Lifeguards, Parking Lot Attendants and Daycamp Counselors. All Staff members did an excellent job this summer, in their respective positions, and their efforts were commendable.
Summer Daycamp
The Daycamp ran from June 23-Aug 1 and was held at the High School. The Camp ran Monday-Friday from 900 am-200 pm. There were 220 Campers, 23 of which were from Lyme. This was the initial year for having Lyme Residents enrolled in the Camp. Many of these residents expressed their thanks for this opportunity. The Friday hours were also extended to 2:00 pm starting this year. Program income was $25,400. (Including $2750 from Lyme residents). All Daycamp employees received Bloodborne Pathogen Training this summer and a briefing in AED use. We are currently discussing the possibility of extending the Camp hours and weeks for next year and also the possibility of having an EMT at the Camp.
Baseball Camp
The Baseball Camp ran from June 23-26 and was held at Cross Lane Park. Session 1 ran from 900AM-1200 Noon, for ages 7-9, and Session 2 ran 1230-330 PM, for ages 10-12. There were 21 participants and the program income was $1765.00.
Basketball Camp
The Grades 3-7 Boys Basketball Camp ran from July 21-25 from 900AM-100 PM. The Camp was held at the Middle School Gym. There were 19 participants and the program income was $1700.
Tennis Camps
The camps ran from July 7-11 and August 4-8 and were held at the District 18 Courts. Session 1, for ages 5-9, ran 900-1030 AM and Session 2, for ages 10 and older, ran from 1030AM-1200 Noon. There were 39 participants and the program income was $2145.00
Youth Elite Soccer Camp
The Camp ran from August 11-15 at Town Woods Park. Sessions for ages 3-4 ran from 900-1030 AM, ages 5-6 from 900-1030AM and ages 7 and older from 900AM-1200 Noon. There were 29 participants and the program income was $2660.00. $2170.00 of this was received directly by Youth Elite Soccer, through on-line sign-ups and $490.00 was received by Old Lyme Parks and Recreation.
Youth Fall Soccer
Sign-ups for Youth Soccer have started and will run through September 5. There is a tentative coaches meeting scheduled for September 6 to make the teams and schedules. Lyme Residents sign up through Lyme Parks and Recreation and will be included in the teams. The tentative season is September 13-November 1. The program will be held at Town Woods Park.
Yoga
Yoga Sessions are held on Wednesday evenings at White Sand Beach from 700-800 PM throughout the Summer. This is a joint venture between Lyme and Old Lyme Parks and Recreation. Drop-ins are welcome.
Basketball Fundamental Instruction Sessions
This new program is currently being developed. The session dates, times and fees have not yet been determined. The initial program will probably be open to Girls in Grades 4-8 and will be held at the High School or Middle School Gyms.
Swimming
The Lyme Parks and Recreation currently has an Open Swim Session on Saturday evenings at the East Lyme Aquatics Facility. These sessions are now open to Old Lyme Residents and we will be looking into our own sessions or a joint venture with Lyme Parks and Recreation.
Beach Stickers
Prior to next season, there are several issues concerning the beach sticker process that need to be address by the P&R Commission and the Board of Selectmen. These items include stickers not attached to windshields, stickers not matching the vehicles license plate and a (new) sticker system that will identify members of the Rowing Organization, both residents and non-residents, parking at Hains Park.
4) Park Facilities Updates
Don Bugbee provided the following Facilities updates.
Beach and Park Areas
All areas remained in good condition throughout the summer. There were no major problems or vandalism noted. The White Sand Beach Bathroom building was scheduled to be re-painted by Employees from Big Y on July 28, but was cancelled due to rain. The work has not yet been rescheduled.
Town Woods Park
The Public Works department recently made some repairs to the Gazebo. They also weather sealed the Gazebo and repainted the fence around the Portolet. The grass is growing fairly well and will be ready for the Fall activities. The Lyme/Old Lyme Soccer Club has started practicing at the Park Monday-Friday.
Bob Dunn discussed the possible need for additional Video Surveillance signs for the Park. Action item assigned to Don Bugbee.
Bob Dunn discussed the issue of Grub Treatment at the Park. There hasn’t been any recent grub treatment applications at the Park. Action item assigned to Don Bugbee to discuss this subject with First Selectwoman, Bonnie Reemsynder.
Hains Park Boathouse Project
The re-location of the Basketball Court was discussed. There were concerns from the Commission that the Court would be eliminated from the Project. The Commission was assured that the Court will be re-located. The Commission discussed the Boston Post Road crosswalk and need for additional signage. Action assigned to Don Bugbee to discuss this with First Selectwoman, Bonnie Reemsynder.
5) Old business
The War At The Shore Baseball Camps were discussed. There were no additional requests to use the Cross Lane Baseball Field for these Camps.
6) New Business
Don Bugbee indicated that the Town Clerk did not have a list of the 2014 scheduled Parks and Recreation Commission Meetings. Action assigned to Don Bugbee to discuss this with the Town Clerk, as Bob Dunn indicated that the list had been previously provided.
7) Meeting Adjournment
A motion was made by Mary Ellen Garbarino, seconded by Missy Garvin, to adjourn the meeting at 8:05 PM. The motion passed unanimously.
The next Meeting is scheduled for Thursday September 4, 2014 at 7:00 PM.
